TRANSFER4 PIS is a regulated payment institution within the HUB2 Group, focused on cross-border payment services and instant remittance infrastructure (IRT) across Africa and international corridors.

The Group connects mobile money operators and banking networks to international fintechs, remittance operators and financial institutions. HUB2 processes over β¬1bn annually across multiple African jurisdictions and continues to expand its footprint.
After receiving its PIS (Payment Intermediary Services) license in early 2026 by the Financial Services Commission (FSC), TRANSFER4 PIS now seeks to hire a full-time MLRO as required by the FSC.
The role forms part of the HUB2 Group Risk & Compliance function, led by Jean-Paul Perrotte (Head of Risk & Compliance, based in Abidjan). While aligned with Group policies and standards, the MLRO/Compliance Officer maintains full functional independence in respect of TRANSFER4 PIS regulatory obligations and reporting to the Board and relevant authorities.
Role Summary
The MLRO is the designated senior officer responsible for the AML/CFT framework of TRANSFER4 PIS.
The MLRO:
- Has ultimate responsibility for suspicious transaction reporting.
- Acts as the primary contact with the Financial Intelligence Unit (FIU).
- Ensures that AML/CFT controls are robust, effective, and aligned with regulatory
expectations. - Operates independently and reports directly to the Board.
This is a full-time, regulator-facing role with personal accountability under applicable AML
legislation.
Key Responsibilities
1. AML/CFT Framework Ownership
- Own and maintain the AML/CFT framework of TRANSFER4 PIS in accordance with
applicable legislation and FSC requirements. - Ensure a risk-based approach is applied across cross-border remittance activities, including onboarding, prefunding flows and operator settlements.
- Approve high-risk customer onboarding and enhanced due diligence (EDD) decisions prior to activation.
- Ensure AML controls remain aligned with the Companyβs licensed perimeter and
cross-border business model. - Periodically review and update AML policies to reflect evolving regulatory expectations and risk typologies.
2. Transaction Monitoring & Suspicious Reporting
- Oversee and execute the ongoing transaction monitoring framework using the ThetaRay platform.
- Review and assess alerts, conduct investigations and determine appropriate follow-up
actions. - Maintain oversight of sanctions screening and cross-border exposure.
- Decide independently whether a Suspicious Transaction Report (STR) must be filed with the Financial Intelligence Unit (FIU).
- File STRs where required and maintain full documentation and audit trails.
- Provide periodic reporting to the Board on alert volumes, escalation trends and AML risk indicators.
The MLRO holds sole authority over external suspicious reporting decisions.
3. Regulatory & FIU Engagement
- Act as the primary liaison with the FIU and relevant authorities on AML matters.
- Respond to regulatory queries, information requests and supervisory reviews.
- Support regulatory inspections and ensure timely remediation of findings.
- Provide formal AML reporting to the Board and senior management.
4. Governance, Oversight & Risk Management
- Supervise the DMLRO and ensure effective operational execution of AML controls.
- Monitor compliance with internal AML procedures across onboarding and transaction
monitoring. - Recommend corrective actions and enhancements to controls where weaknesses are
identified. - Ensure AML training programmes are implemented and documented.
Profile required
Experience
- 5+ years in AML/CFT within financial services.
- Prior experience as MLRO or senior AML officer.
- Experience in payment institutions, remittance, or cross-border fintech highly appreciated.
- Experience engaging directly with regulators or FIUs is essential.
- Degree in Law, Finance, Compliance or related discipline.
- CAMS or equivalent AML certification is strongly preferred.
- Strong understanding of AML/CFT legislation.
- Familiarity with transaction monitoring systems.
- Written and spoken fluency in English & French
Reporting Line
- Reports directly to the Board of Directors.
- Maintains full functional independence from commercial and operational management.
- Forms part of the HUB2 Group Risk & Compliance function, while retaining independent
AML reporting authority for TRANSFER4 PIS. - Supervises the DMLRO for operational AML matters.
