HUB2 is a French fintech founded in 2019 by Ashley Gaüzère (Telecom 2004, ex-Orange Middle-East Africa), and joined in 2023 by late founder Jean-Rémi Kouchakji (HEC 2013, ex-founder PayinTech). The company emerged in response to the lack of an inclusive and efficient banking system in Africa, where most transactions are conducted via mobile wallets developed by regional telecom operators.


HUB2 is building a payment infrastructure to facilitate the interoperability of payment methods across the region, including Mobile Money, bank cards, bank transfers, and cryptocurrency. To date, HUB2 integrates with 30 mobile money and banking networks, including major operators such as Orange, MTN, Moov, and Wave, and operates in nine countries in West and Central Africa. Our clients range from neobanks, payment aggregators, international transfer operators, microcredit companies, to e-commerce businesses.


Currently, HUB2 processes €1 billion in annual transaction volumes across these nine countries. The company employs over 30 people, with one-third based in France (focused on tech and product development) and two-thirds in Abidjan, Côte d’Ivoire (handling sales and operations). As a high-growth startup, HUB2 plans to continue this trajectory through 2025 and 2026 in West and Central Africa. Our ambition is to establish the leading payment platform across Francophone Africa.


Context

In a context of hyper-growth, HUB2 processes increasingly complex flows in a strict regulatory environment (WAEMU/CEMAC). To support this scaling, we are strengthening our local Internal Control function within the Risk & Compliance department.


Missions

As Internal Control Manager you will be responsible for :

Internal control framework — design and execution

  • Design, deploy and maintain the local internal control plan, covering both 1st and 2nd line of defense controls.
  • Map operational risks across business lines (Mobile Money, bank transfers, card payments, cash management) and maintain the local risk register.
  • Define and execute the annual control testing campaign: walkthroughs, sampling, evidence collection, documentation of findings.
  • Ensure controls coverage of the requirements of BCEAO Instruction n°001-01-2024 (governance, internal control, risk management) and of the Group internal control policy.
  • Drive remediation plans on identified weaknesses through to closure; track action plans and escalate slippage.

Reporting, audit coordination and risk governance

  • Prepare and present internal control reporting to the local Audit & Risk Committee (CAR), the Board, and the Group CRCO.
  • Act as primary point of contact for internal and external audits: prepare audit files, coordinate with auditees, follow up on findings and recommendations.
  • Coordinate with the local Compliance function to ensure effectiveness of AML/CFT controls and avoid duplication between 2nd line teams.
  • Liaise with Finance for SOx-equivalent controls (revenue, settlement, treasury) where applicable.
  • Contribute to the continuous improvement of the operational risk management framework (incident reporting, risk appetite, KRIs).
  • Participate in Group-wide projects on control framework convergence and 2nd line tooling.


Profile required

Profile

  • Master 1 or 2 in Audit, Internal Control, Risk Management, Finance, or top-tier Business / Engineering School.
  • 5 to 7 years of experience in internal audit, internal control or operational risk management, in a Bank, Fintech, Payment Institution / Electronic Money Institution, or Big Four.
  • Certification CIA, CISA, CRMA or equivalent is a strong asset.
  • Demonstrated knowledge of the WAEMU prudential framework (BCEAO Instructions, in particular n°001-01-2024) and of recognized control reference frameworks (COSO, COSO ERM).
  • Prior experience preparing for or supporting regulatory inspections is highly valued.


Skills, know-how and soft skills

  • Control framework design: solid command of COSO, COSO ERM and the three lines of defense model.
  • Risk mapping: ability to construct and maintain a risk register, design KRIs and KCIs.
  • Audit and control testing: walkthroughs, sampling techniques, evidence collection, findings documentation.
  • Excel and analytics: comfortable with large datasets for control testing and reporting.
  • Drafting: clear control descriptions, audit memos, committee notes, remediation plans.
  • Languages: French native or fluent, English B2 minimum, AI fluent.
  • Independence and rigor: ability to challenge the first line constructively and to escalate when needed.


Conditions

  • Location: Dakar (Sénégal) ou Abidjan (Côte d’Ivoire).
  • Permanent contract (CDI), full-time.
  • Direct reporting line to the Group Chief Risk & Compliance Officer (CRCO).
  • Functional access to the local Audit & Risk Committee (CAR) and to the Board on internal control matters.
