Hulo is a humanitarian logistics cooperative that works with INGOs, UN agencies, governments, and private sector partners to build joint initiatives that reduce waste and improve the efficiency of aid delivery.
We are owned and governed by our members.

Hulo is headquartered in Paris, with a team of approximately 50 people working across headquarters and country operations.
ABOUT THE ROLE
Over the past five years, hulo has demonstrated that when humanitarian organisations work together on logistics, sharing procurement, pooling transport, collaborating on resources, they save money and deliver more. Joint procurement alone is saving member organisations an estimated €3.6 million every year. The EU has invested in hulo for seven consecutive years. Over 150 organisations participated in joint initiatives in 2025. The approach works.
What hulo hasn't yet built is the income base to match that momentum. More than 80% of funding currently comes from a single source: ECHO, the EU's humanitarian aid arm. That relationship is strong and valued. But single-source dependency creates fragility, and the organisation knows it needs to change.
The 2026–2028 fundraising strategy sets out a three-year path to do that, bringing in corporate and private foundation income alongside ECHO, growing membership fees as a more stable revenue stream, and testing country-level fundraising where hulo operates on the ground.
Alongside these core income streams, hulo will also explore innovative financing mechanisms—including impact finance and outcomes-based funding models—to assess their potential to support future growth. Early experimentation with partners such as Human Planet will help determine whether these approaches can complement more traditional fundraising.
By 2028, the aim is to have reduced ECHO dependency to around 60–65% of income, with foundation partnerships generating over €1 million annually and membership income reaching €300,000. These are ambitious targets.
The Airbus Foundation partnership, hulo's first direct approach to a corporate funder,
shows what's possible when the right relationships are built. The Director of Fundraising will lead that effort, with a clear strategy, a team in place, and the full support of the CEO.
Hulo has never had a Director of Fundraising before. That's the most important thing understand about this role. There is a team already in place — a Coordinating Author leading on proposals and reporting, and a Grants & Reporting Officer supporting grants management — but until now, no one has had dedicated responsibility for building funder relationships and leading the fundraising function. You will be the first.
This position offers the opportunity to create and organize a new strategic direction, with the support of the CEO and the Executive Committee. You will play a key role in diversifying the cooperative’s funding sources, reducing its dependence on a single donor, building and managing funder relationships, and developing an innovative business model that serves the humanitarian community.
What success looks like in year one:
• Conversations with foundations before your arrival reviewed and turned into a clear plan for who to approach first and how.
• Initial conversations underway with 5–8 priority foundations, with documented next steps for each.
• At least one foundation relationship progressed to a second or third meeting.
• 2–3 country pilot applications supported through to submission and initial lessons captured.
• The team settled under new leadership, with clear roles and a rhythm of working together established.
• A clear, simple narrative about hulo being used consistently across funder conversations and communications.
• Pipeline tracker in place and monthly reviews with the CEO running consistently.
• Your own LinkedIn profile active and connecting with funder contacts in the humanitarian and coordination space.
• Initial pilot(s) in innovative financing explored and lessons documented.
• Each department has a clear understanding of how their work connects to fundraising and what their contribution will be.
MISSIONS
As a member of the Executive Committee, you will lead hulo's fundraising, building the relationships, systems, and income streams that the cooperative needs to grow and sustain its work.
In this role, your responsibilities will include, among other things:
Lead donor cultivation and relationship management
• Build and manage a prospect pipeline of 15–20 priority foundations and corporate funders alongside the CEO.
• Lead on cultivation for corporate and private foundations, with the CEO leading on existing relationships and warm introductions.
• Attend sector conferences to build visibility and initiate relationships.
• Co-host prospect meetings with the CEO; document outcomes and next steps systematically.
• Use LinkedIn actively as a relationship-building tool, connecting with funder contacts and developing your own profile as a credible presence in the humanitarian coordination space.
• Build relationships with organisations working on innovative financing approaches, including impact finance and venture philanthropy, to assess their relevance for hulo.
Lead fundraising positioning
• Work with the communications team to develop a clear, compelling narrative about what hulo does and what investment makes possible, one that works for people who have never heard of humanitarian logistics coordination.
• Work with programme teams to identify impact stories that make hulo's work concrete for funders.
• Refine messaging over time based on what you hear in funder meetings.
Build fundraising infrastructure
• Package 3–5 funding opportunities into proposals with three-year budgets and one-pagers ready to share with prospects.
• Build and maintain a prospect tracker and cultivation calendar; run monthly pipeline reviews with the CEO.
• Establish clear information flows between HQ and country teams so local opportunities are captured and centrally-led opportunities are visible in the field.
• Explore emerging financing mechanisms, impact finance, blended finance, outcomes-based funding and support the development of pilot opportunities where relevant.
Lead and manage the fundraising team
• Line-manage the Coordinating Author (Grants & Reports) and Grant & Reporting Officer.
• Make sure proposals are strong before they go out.
• Set team KPIs, lead quarterly reviews, and report fundraising progress to the CEO and Supervisory Board.
Support country-level fundraising
• Oversee tools and guidance for country teams to pursue local funding, and support 2–3 pilot countries through their first applications — so country teams aren't doing this alone.
HULO OFFERS THE FOLLOWING CONDTIONS
A full-time salaried position :
• Based in Montreuil with the option to work remotely within mainland France.
• Starting date : 01/11/2026
• Fixed term contract under French law employment contract. The position is offered on a fixed-term contract to reflect the cooperative’s current funding situation. However, it addresses a long-term need and plays a strategic role in hulo’s development.
• Executive status based on 207 working days per year.
• Salary conditions:
o Gross annual salary: €70,622 paid over 13 months
o 25 days of standard annual leave, as provided under French labour law, as well as 20 additional days of leave (RTT) per year in average through hulo's company agreement.
o AXA health and life insurance (100% covered by hulo)
• Ticket restaurant: face value of €8, 60% covered by hulo
• Specific conditions and aptitudes: sitting for long periods, oral expression, screen work

ESSENTIAL
• Master's degree or equivalent preferred in international relations, development, management, political science, public administration, business, or related field. But relevant experience considered in lieu.
• At least 10 years of experience in the humanitarian sector, international development, or the social and solidarity economy.
• At least 6 years of experience in a leadership or management role overseeing a resource development or partnerships team.
• Track record of securing significant gifts (€200K+) from foundations or corporate funders through relationship-based cultivation, not cold applications.
• Experience building donor pipelines: identifying prospects, initiating contact, and managing relationships over 12–18 months from first conversation to gift.
• Ability to build the systems and processes that fundraising requires: tracking, pipeline management, information flows.
• Ability to develop compelling cases for support for complex propositions — making what an organisation does make sense to funders.
• Experience writing or overseeing proposals to international donors.
• Comfortable working across teams to gather information and surface impact stories.
• Experience in a rapidly growing organisation, one undergoing transformation, or in a multicultural environment is a plus.
• Commitment to humanitarian values and the cooperative model.
• Sense of ethics, integrity, and accountability.
• Excellent command of French and English, both spoken and written.
DESIRABLE
• Experience in humanitarian, development, or systems-change organisations.
• Knowledge of the European or US foundation landscape.
• Familiarity with ECHO, BHA, or other institutional humanitarian donors.
• Experience building or reshaping a fundraising function.
• Exposure to impact investing, blended finance or innovative financing mechanisms would be an advantage.

The European Cooperative Society of Collective Interest "Humanitarian Logistics Cooperative", also known as "hulo", is the first humanitarian cooperative founded in June 2021. Led by humanitarian organizations and integrating new members regularly, hulo aims to improve the impact of humanitarian aid by strengthening collaboration and the implementation of joint projects in its countries of intervention. At hulo, we are convinced that the sharing and pooling of resources and expertise between organizations contributes to increasing the performance of humanitarian logistics and the supply chain.
Our action is based on a collaborative and participatory approach, collective intelligence and the animation of a community of practice. All our activities are structured around a common goal, involving several autonomous and interdependent stakeholders, who cooperate horizontally. In our 7 countries of intervention spread over 3 regions, we are setting up shared initiatives in the fields of purchasing, human resources and the environment.
