Humanitarian Finance Officer

Job Summary
The Humanitarian Finance Officer plays a key role in supporting ACT Alliance’s humanitarian programming. This position ensures the financial management and accountability of the organization by maintaining accurate records, producing timely reports, and ensuring compliance with internal policies and external regulations. This role supports the Humanitarian Finance Coordinator managing the financial operations of ACT Alliance’s humanitarian appeals and rapid response efforts, collaborating with internal teams and external partners to ensure transparency, accuracy, and efficiency in all financial processes while supporting the organization’s humanitarian objectives.

Key Responsibilities

1. Fund & Accounting System Management
• Process incoming funds and transfers to implementing members in line with approved allocations and pledges, ensuring accuracy and timely recording.
• Maintain comprehensive and up-to-date financial records for all humanitarian appeals and rapid response activities.
• Document and maintain financial processes in the Business Central Finance System, ensuring appeals and transactions are recorded accurately to support transparency and reporting.

2. Budgeting, Management Reporting & Analysis
• Assist the Humanitarian Finance Coordinator in preparing quarterly and ad hoc management accounts, ensuring budgets are monitored closely and variances analyzed and explained.
• Maintain real-time reporting tools and dashboards to provide ACT members with accurate visibility of funding status.
• Contribute to financial summaries and reports as requested by the team.

3. Pledge Tracking & Member Communication
• Monitor pledge commitments and actual contributions, identifying gaps, delays, or discrepancies.
• Liaise with contributing members to follow up on pending transfers and clarify pledge statuses.
• Respond promptly to member queries regarding funding status, reports, or transfers.

4. Compliance & Risk Management
• Ensure all financial transactions comply with ACT Alliance policies, donor requirements, and relevant regulations.
• Support audits by providing documentation, transaction histories, and clarifications as required.
• Monitor entries in financial systems for accuracy and recommend process improvements to minimize errors.

5. Collaboration & Continuous Improvement
• Contribute to improving financial workflows, systems, and documentation practices to enhance efficiency and transparency.
• Liaise with ACT members, Secretariat, and donors on financial matters related to humanitarian projects and appeal funds to ensure smooth financial operations and timely reporting.

6. Documentation & Acknowledgements
• Prepare and issue acknowledgment receipts for incoming contributions and transfer confirmations to implementing members, ensuring timely follow-up where information is incomplete or delayed.
• Coordinate ongoing correspondence with members to collect, verify, and reconcile financial documentation, maintaining accurate records across multiple appeals and responses.
• Ensure all financial documentation is systematically organized, tracked, and archived to support audits, reporting, and operational continuity.

Supervision & Accountability
• Reports to the Finance Manager and Humanitarian Finance Coordinator.
• Fixed-term contract of two (2) years

Skills and experiences
• Education: Bachelor’s degree in Finance/ Accounting required, professional certifications are a plus
• Experience: 2-5 years of relevant experience in financial management, accounting or finance operations, preferably within humanitarian development or international NGO settings.
• Skills:
o Proficiency in financial management systems (Business Central) and Excel
o Experience managing multi-currency accounts and transactions
o Analytical rigor with attention to detail.
• Languages: Fluency in Thai and English; French/Spanish an asset.
