Consultancy Scope
The Programme Consultant will support the coordination and implementation of ACT Alliance’s regional programmes on Climate Justice and Migration & Displacement across twelve countries in Latin America and the Caribbean (LAC). The role contributes to advancing ACT Alliance’s regional strategy by strengthening collaboration with members, supporting programme delivery, and ensuring alignment with global programme priorities.
This consultancy is funded through a Young Professionals funding window aimed at supporting early-career professionals. In accordance with donor eligibility requirements, applicants must be under thirty years of age at the time of application.
The Programme Consultant will contribute to a range of operational and programmatic functions, including grant management, resource mobilisation and business development, and the establishment and coordination of a Regional Pooled Fund. The role also supports advocacy and policy engagement processes, facilitates collaboration among ACT members and partners, and contributes to Monitoring, Evaluation, Accountability and Learning (MEAL) activities to track progress and capture impact. The consultant will work closely with regional and global colleagues to support the translation of strategic priorities into programme implementation across the region.
Key Responsibilities
The consultant will work remotely to support programme coordination, member engagement, grant implementation, and regional collaboration.
Member and Forum Accompaniment
Maintain strong working relationships with ACT Alliance members across twelve LAC countries.
Provide remote technical accompaniment to national forums within the Climate Justice and Migration & Displacement Global Programs.
Support coordination of Forum and Community of Practice activities to strengthen collaboration, peer learning, and knowledge exchange.
Grant Implementation and Administration
Support implementation and coordination of regional grants.
Manage key elements of the grant cycle, including:
Launching and coordinating calls for proposals
Tracking applications and responding to clarification requests
Supporting eligibility screening and due diligence
Monitoring progress against workplans and milestones
Preparing narrative reports and supporting financial documentation.
Regional Pooled Fund Development and Management
Support the development and operationalisation of the LAC Regional Pooled Fund.
Design Phase
Contribute to refining governance arrangements and operational processes.
Develop templates and guidance materials such as TORs, application guidelines, evaluation criteria, budget templates, and reporting formats.
Implementation Phase
Support management of open call cycles, including dissemination, applicant support, eligibility screening, and submission tracking.
Provide accompaniment to selected projects, including finalising workplans and implementation frameworks.
Reporting and Learning
Synthesise learning from funded projects.
Contribute to donor reports, knowledge products, and communications highlighting results and lessons learned.
Business Development and Resource Mobilisation
Identify and track funding opportunities related to Climate Justice and Human Mobility in LAC.
Support preparation of concept notes, funding proposals, and grant applications, including drafting narrative sections, preparing budgets, and compiling documentation.
Profile required
Convening, Learning and Advocacy
Support planning and coordination of regional dialogues, workshops, and consultations.
Facilitate knowledge exchange among ACT Forums and Communities of Practice.
Contribute to joint strategy development and coordinated advocacy efforts.
Support implementation and follow-up of advocacy strategies, tracking progress and responsibilities.
Monitoring, Evaluation, Accountability and Learning (MEAL)
Support development and implementation of practical MEAL mechanisms.
Track progress toward programme outputs and outcomes.
Collect qualitative and quantitative evidence such as case studies, lessons learned, and impact stories.
Contribute to donor-compliant reporting and programme learning.
Regional–Global Alignment
Maintain coordination with Global Programme Managers for Climate Justice and Migration & Displacement.
Ensure regional activities align with ACT Alliance global strategies and reporting requirements.
Facilitate information flow between LAC Forums, Communities of Practice, and global programme structures.
Skills and Experience
Minimum three years of relevant professional experience in advocacy or policy engagement related to climate justice and/or human mobility in Latin America and the Caribbean.
Experience supporting advocacy processes within regional intergovernmental or multistakeholder spaces (e.g., UN-related processes, regional policy platforms, or civil society networks).
Experience in resource mobilisation, including preparation of concept notes, proposals, and donor reports.
Familiarity with MEAL frameworks, including outcome tracking, evidence gathering, and programme reporting.
Experience coordinating financial and administrative follow-up for multi-country initiatives.
Highly desirable:
Experience supporting pooled funding mechanisms, grant-making processes, or multi-country programme portfolios.
Asset:
Experience working with churches, faith-based organisations, or ecumenical networks.
Competences and Behaviour
Fluency in Spanish and English (written and spoken) is required; Portuguese is a strong asset.
Strong administrative and organisational skills with high attention to detail.
Ability to work independently in a remote environment and manage multiple workstreams.
Strong coordination and relationship-building skills across diverse cultural and organisational contexts.
Ability to combine strategic thinking with strong operational planning and delivery.
Adaptability, problem-solving ability, and a proactive, collaborative working style.
Remuneration
This consultancy will be remunerated on a daily-rate basis, with a maximum rate of USD 120 depending on qualifications and experience. The level of effort will be determined based on the agreed daily rate within the overall consultancy budget and may vary depending on the financial proposal of the selected consultant.
